Mandate Betrayal: Ottawa Skipped Safety Laws to Force the Jab

New Documents Prove The Trudeau Government Destroyed Thousands of lives, by Subverting Canada’s Worker Safety Laws Because the Vaccine Could Never Pass Health And Safety Standards.

While most Canadians have moved on from the dark days of 2021, a quiet parliamentary bombshell dropped just six days ago proves Ottawa’s COVID-19 vaccine mandate for federal workers was never about protecting “workplace safety.” It was a calculated subversion of Canada’s own occupational health and safety laws, rushed through because the very contract the government signed with Pfizer admitted the jab’s long-term effects and efficacy were unknown.

On May 6, 2026, the House of Commons received the government’s response to Written Question Q-968, tabled by Conservative MP Dean Allison. The reply, signed by Treasury Board President Tom Osborne on behalf of the Treasury Board of Canada Secretariat, is now part of the permanent public record as Sessional Paper 8555-451-968. It lays bare the truth that Ottawa tried to bury policies on COVID-19 Vaccination for the Core Public Administration, issued October 6, 2021, which was never treated as an occupational health and safety measure. It was a pure human-resources hammer under the Financial Administration Act.

This wasn’t an oversight. It was deliberate. And it protected the Trudeau government from having to prove, before worker committees and under real safety rules, that an experimental product with acknowledged unknowns was safe and effective enough to be forced on hundreds of thousands of Canadian public servants.

How Ottawa Subverted the Normal OHS Process — And Why the Vaccine Never Would Have Passed

Canada’s occupational health and safety regime under Part II of the Canada Labour Code exists to protect workers from unproven or dangerous interventions. It demands a strict, evidence-based process that no government can simply ignore.

Under the normal rules, any employer, including the federal government, must perform formal hazard identification and residual-risk assessments under the Canada Occupational Health and Safety Regulations ss. 10.4–10.6 to prove existing controls, such as masks, distancing, sanitization and ventilation, were inadequate. They must consult joint Policy and Workplace Health and Safety Committees, and follow the legal hierarchy of controls (Code s. 122.2): eliminate the hazard first, then substitute, engineer controls, administrative controls, and, only as a last resort, use personal protective equipment or medical interventions. They must treat any biological preventive measure like a vaccine under strict rules (Regs s. 12.04), ensuring it does not itself create or contribute to a new hazard. And they must inform employees of their full rights to refuse “dangerous work” (Code ss. 125–128) and log any adverse reactions as reportable workplace exposures (Code s. 125(1)(j)).

The Trudeau government did none of this. They simply declared it a human-resources condition under the Financial Administration Act and bypassed every safeguard designed to protect Canadian workers.

Here is why the vaccine never would have survived that process.

The government’s own October 26, 2020, Manufacturing and Supply Agreement with Pfizer Canada ULC (Section 5.5) states in black and white:

“Purchaser further acknowledges that the long-term effects and efficacy of the Vaccine are not currently known and that there may be adverse effects of the Vaccine that are not currently known.”

Under real OHS scrutiny, that single sentence would have been fatal. You cannot credibly argue that a product with acknowledged unknown long-term effects and unknown efficacy is a reasonable, evidence-based workplace control measure. Joint health and safety committees would have demanded proof that it actually stopped transmission in the workplace, data that was already weakening by October 2021 with Delta and collapsed with Omicron. The hierarchy of controls would have forced them to prove all lesser measures were exhausted, something 2020 assessments had already concluded was sufficient.

Ottawa knew this. So they subverted the entire process. They never revised the 2020 findings that existing controls were adequate. They never sought approval for a biological preventive measure. They never got a single formal legal opinion analyzing whether the vaccine even qualified under the Code. They simply rewrote the rulebook to avoid the fight they knew they would lose.

This was not “following the science.” This was deliberately dodging the science and Canada’s own worker-protection laws because the truth would not have allowed the mandate to stand.

The Official Record: Ottawa Admits It Skipped the Rules

The Treasury Board’s own words, repeated like a confession throughout the Q-968 response, are damning:

“The Policy on COVID-19 Vaccination for the Core Public Administration, including the Royal Canadian Mounted Police, was a human-resources requirement under the Financial Administration Act.”

And then the hammer drops, over and over:

“The Policy on COVID‑19 Vaccination was not implemented as an occupational health and safety response under Part II of the Canada Labour Code, nor as a control measure under the Canada Occupational Health and Safety Regulations.”

“The Policy on COVID-19 Vaccination was a human‑resources policy issued under the Financial Administration Act, not a hazard control measure under the occupational health and safety regime.”

No hazard identification or residual-risk assessments were done under Regulations sections 10.4 to 10.6. No Policy and Workplace Health and Safety Committees were consulted under section 10.8 or Code section 125(1)(z.14). No notice or approval was obtained under section 12.04 for introducing a biological preventive measure. And crucially:

“No, the Treasury Board of Canada Secretariat did not issue any such legal opinions or interpretive memos.”

They didn’t even bother getting a formal legal opinion on whether the vaccine qualified under the very safety laws they claimed to be upholding.

The Prime Minister stood at the podium in October 2021 and declared the mandate was to “protect the safety of our workplaces.” Yet his own Treasury Board now admits in black and white that it was never classified that way under Part II of the Canada Labour Code. Employees were not told their full rights to know, participate, and refuse dangerous work applied in the normal OHS framework because Ottawa deliberately kept the policy outside that framework.

This was not responsible governance. This was bureaucratic sleight-of-hand by Ottawa insiders who knew the proper route would expose the policy to scrutiny they could not survive.

The Real Goal: Economic Recovery, Not Public Safety

Deputy Prime Minister Chrystia Freeland and Prime Minister Trudeau made no secret of the true priority. In the very announcement of the mandate on October 6, 2021, the government stated:

“The best economic policy is a strong public health response, including encouraging vaccination for all eligible Canadians… These responsible and practical actions will accelerate our economic recovery and give businesses valuable confidence that our strong economy is less vulnerable to COVID-19-related lockdowns.”

Canadian public servants and military personnel, the very people who keep this country running, were treated as economic collateral. Their bodies became the tool to restart the economy and avoid further lockdowns. The health and safety of hard-working Canadians and their families came second to boardroom confidence and GDP numbers.

Secrecy, Redactions, and the Lingering Shadow of Alleged Kickbacks

To this day, the full Pfizer and Moderna procurement contracts remain heavily redacted. Pricing, liability clauses, indemnification deals and key commercial terms are blacked out under claims of “commercial confidentiality.” Canadians, the ones who paid for these products with their tax dollars and their livelihoods, are still denied the full truth.

There is no certainty whatsoever that the government did not receive kickbacks, undue influence or other forms of compensation from Big Pharma. How could there be when the contracts themselves are hidden?

Adding fuel to the fire is the ongoing California federal lawsuit Frank Han v. Pfizer Inc. (filed 2023, still active as of 2026). Whistleblower Frank Han, a former Pfizer global compliance analytics director, alleges the company directed approximately $11 million to “Potentially Influential Government Officials” (PIGOs) in Canada between Q2 2019 and Q3 2021. These are unproven allegations in court filings, but they exist in the public record, and the continued secrecy around the contracts makes them impossible to dismiss.

Until every page of those contracts is released unredacted, Canadians have every right to suspect the worst. Our government’s refusal to come clean only deepens the scandal.

The Human Cost and the Demand for Accountability

Hundreds of thousands of federal employees and contractors faced a brutal choice: take the jab with its acknowledged unknowns, or lose their jobs. This was never voluntary consent. It was “jab or job” coercion dressed up as policy.

Because the mandate was deliberately kept outside the Canada Labour Code’s Part II regime, workers were not explicitly informed that their full rights to refuse dangerous work applied. Adverse reactions were shuffled off to public-health tracking systems instead of being recorded as workplace exposures. The human cost — the injuries, the lost careers, and the broken families — was never treated as the occupational tragedy it was.

This was an unethical experiment conducted by the Canadian government on its own citizens. Public servants who dedicated their lives to this country were treated as disposable pawns in Ottawa’s rush to please pharmaceutical companies and restart the economy.

The Q-968 response is not ancient history. It is a 2026 parliamentary admission that the Trudeau government subverted Canada’s worker safety laws, ignored known unknowns in the vaccine contract, and prioritized economic recovery over the health and rights of ordinary Canadians.

This is a scandal. Full stop.

Canadians should demand the immediate full, unredacted release of every Pfizer and Moderna contract. They should demand a public inquiry with real teeth into the mandate decision-making process. They should demand full disclosure and investigation of the allegations in the Han v. Pfizer lawsuit. And they should demand accountability for every minister, deputy minister, and senior official who approved this betrayal.

The record is clear. The betrayal is documented. It is time for justice for the Canadian workers who were sacrificed on the altar of speed and economic optics.
